TWC EMS Grant Funding for EMT and Paramedic Training NOW Available

Funding for EMS training is now available through a TWC EMS grant.  The Texas Workforce Commission (TWC) has launched the Emergency Medical Response Service Staffing Program to help address EMS staffing shortages across Texas. This program provides grant funding to DSHS-licensed EMS providers to cover tuition costs for EMT and Paramedic certification programs at DSHS-approved training providers like EMTS Academy.

How EMS Training Funding Works Through TWC

 

 

EMS providers apply directly to TWC for grant funding. Once approved, your team members enroll in a DSHS-approved training program. Grant payments are disbursed in two installments: 80% upon execution of the grant agreement, and the remaining 20% when each participant successfully completes their EMS course. NREMT exam fees may also be reimbursed for participants who pass.

 

Who Is Eligible

The program is open to DSHS-licensed EMS providers located in Texas. It covers trainees pursuing EMT-Basic certification as well as current full-time employees of EMS providers who are pursuing EMT-Advanced or Paramedic certification. Funding priority is given to EMS providers that serve rural and underserved areas, but all eligible providers are encouraged to apply.

    Application Details

    The application window is currently open. TWC is accepting applications from March 1 through April 30, 2026, at 5:00 PM Central Time. Applications are reviewed on a rolling basis — the window is open for two months, then closed for one month for review and grantee selection.

    Can I apply directly to TWC for EMS training funding?

    No. An eligible DSHS-licensed EMS provider must apply to TWC on your behalf. If you are interested in funded EMT or Paramedic training, talk to your department or contact EMTS Academy and we can help connect you with participating EMS providers.

    What courses are covered by TWC EMS grant funding?

    What happens if a student withdraws or fails the program?

    If a participant has already started the course, the tuition is considered earned by the training provider and no refund is required. If a participant drops out before starting, the EMS department can substitute another eligible participant within 60 days or refund the tuition to TWC.

    Yes. EMTS Academy is a DSHS-approved training provider offering EMT-Basic, EMT-Advanced, and Paramedic certification programs that qualify for TWC EMS grant funding.

    When is the next TWC EMS grant application window?

    TWC accepts applications on a rolling basis. The current windows for 2026–2027 are: March 1–April 30, June 1–July 31, September 1–October 31, and December 1–January 31. Applications are submitted to EMSapplications@twc.texas.gov.
